after installing the Phenix, when you starting it, maybe you will see an error message that says "local 'en_GB' cannot be set". Here, I found a RESOLUTION, that is:

active "en_GB.utf8" in "/etc/locale.gen" (delete # before "en_GB...") and run "sudo locale-gen".

Now, you can open the phenix normally.
