高滯留缺陷

按照以往的經(jīng)驗(yàn),fire safety和life saving是排名比較靠前的滯留缺陷,,這次ISM上升為第二位,,提醒各位注意。

fire safety滯留的項(xiàng)目依然比較傳統(tǒng),,集中在:防火門故障、防火擋板關(guān)閉不嚴(yán),、機(jī)艙燃油泄漏等,。

ISM滯留集中在:操作不熟練,和各種缺陷導(dǎo)致ism失效,。操作性缺陷的認(rèn)定,,需要關(guān)注。

life saving滯留缺陷集中在:救生艇或救助艇故障

Marine Pollution集中在:油水分離器,、生活污水處理裝置故障,,由于本年度CIC,,加強(qiáng)對(duì)空氣污染檢查的原因,換油程序不合格或進(jìn)入SECA未換油被滯留的情況偶有發(fā)生,。

幾個(gè)典型滯留缺陷

A.油水分離器非法旁通

根據(jù)MARPOL附則VI和MEPC107(49)等,,油水分離器排出管不允許旁通,這個(gè)案例中油水分離器油渣泵排出口接到了油水分離器的排出管,,偷排意圖明顯,,嚴(yán)重違反公約要求,理論上要罰款,。

B.應(yīng)急消防泵吸入口無遙控操作閥

 SOLAS II-2第10.2.1.4.1要求(適用于2002.7.1之后):Isolating valves to separate the section of the fire main within the machinery space containing the main fire pump or pumps from the rest of the fire main shall be fitted in an easily accessible and tenable position outside the machinery spaces. The fire main shall be so arranged that when the isolating valves are shut all the hydrants on the ship, except those in the machinery space referred to above, can be supplied with water by another fire pump or an emergency fire pump. The emergency fire pump, its seawater inlet, and suction and delivery pipes and isolating valves shall be located outside the machinery space. If this arrangement cannot be made, the sea-chest may be fitted in the machinery space if the valve is remotely controlled from a position in the same compartment as the emergency pump and the suction pipe is as short as practicable. Short lengths of suction or discharge piping may penetrate the machinery space, provided they are enclosed in a substantial steel casing, or are insulated to A-60 class standards. The pipes shall have substantial wall thickness, but in no case less than 11 mm, and shall be welded except for the flanged connection to the sea inlet valve.

C.艙蓋關(guān)閉不嚴(yán)

常規(guī)缺陷,,艙蓋風(fēng)雨密檢查,這次是關(guān)閉后檢查,,PSCO費(fèi)心了

D.  這項(xiàng)缺陷屬于客船的強(qiáng)制規(guī)定,,理論上不應(yīng)該

SOLAS 第IV張第7.2條要求:每艘客船都應(yīng)設(shè)有從船舶正常駕駛的位置與現(xiàn)場(chǎng)用航空頻率121.5MHz123.1MHz進(jìn)行以搜尋和救助為目的雙向無線電通信的設(shè)備,。
