I live in Taiwan, and it has happened on many occasions.

I actually think that white people are a little easier to tell apart - there are more characteristics (eye shape, hair color, eye color skin color [some are more tan than others], freckles, nose shape/height…) and something might stick out. Just to let you know, I’m someone who isn’t good at noticing much about appearances even with myself, but the chances of me remembering someone who isn’t Asian (or, in this case, Chinese) is higher due to something that stands out. If nothing stands out, you’re like every other Asian to me.

I have two White friends here that have different hairstyles, different builds, are of different height, and one is bespectacled while the other friend isn’t. Despite all of these glaring points, my ex-girlfriend (a local Chinese) failed to tell the difference between them. The reason? Both of them had beards, which isn’t a very common facial features among Han Chinese men.
She said, with a sheepish grin, “all foreigners look the same to me, to be honest”

The answer is yes, for some of them. However, this isn't just a problem for white people or Chinese people. This happens with people all over the world when introduced to a nationality and facial structure they are not used to.

As I understand it, when you grow up with limited racial diversity around you, your brain becomes accustomed to those types of faces so then seeing a face that contains features your brain isn't used to throws it off a bit, and it takes a while for it to recalibrate to the new types of faces and their features. For example, if an American who wasn't used to Asian face went to China, that person might have trouble distinguishing faces at first. However, if they spent enough time there, maybe a few weeks or a month (maybe even less), they would then much more easily be able to tell the difference between individual faces. This would happen automatically as well through no additional effort of the individual.

Most, if not all groups think this about other groups. There were virtually no Asians where I grew up, and we thought they were indistinguishable from one another. I moved to LA, where there are many Asians, and I worked with them (first day at one job I had lunch with 12 people, all Asian), and I started to get to know them and their various personalities, and now I don’t think Asians look anything alike. They’re all quite different looking to me. I’m too familiar with too many of them. There are a lot of anchors now in my head for my pattern-matching to use in seeing how unique they all are. Even if someone looks a lot like a particular Asian friend of mine, I don’t notice the similarities, but the differences. They are definitely not the person I know; they only resemble them a bit. That said, there are occasionally 2 people who are really hard to tell apart, but that happens for every race for me, including my own. I’ve watched shows where all the white guys on it feel like copies of each other. It always makes me annoyed at the casting director.
This tendency to think members of groups you’re not part of are much more similar to each other than members of your own group is called Out-group homogeneity.
